The Board contains independent Directors (who are independent of the Fund Manager) and Fund Manager Directors. The independent Directors control the Board on matters that they consider may affect ReSI Housing's compliance with the Regulatory Standards of the Regulator of Social Housing.
David Orr CBE
Independent Non-executive Chairman
David brings over 30 years of housing expertise as an experienced leader whose career has spanned housing and wider social enterprise. Most recently, David was Chief Executive of the National Housing Federation, a role he held from 2005 until his retirement on 30 September 2018, and before that was Chief Executive of the Sottish Federation of Housing Associations from 1990 to 2005. He was appointed CBE in the Queen’s Birthday Honours in June 2018.
David holds and has held a number of non-executive roles, including; President of Housing Europe, Chair of Reall (an international housing development charity), and senior independent director at The Housing Finance Corporation (the UK’s leading aggregator of finance for affordable housing). David was Chair of the coalition government’s Mobility Taskforce.
David is a well-known expert on housing policy who has negotiated across different government departments at the highest levels. Through his extensive public speaking and media appearances, David has been an advocate for maximising the supply of affordable housing, and has been a staunch campaigner for the value of government funding to the Housing Association sector

Gillian Rowley brings over 30 years of housing and housing finance expertise, with focus on policy development within the framework of regulatory standards.
She served as the non-executive director for The Housing Finance Corporation from 2006 – 2012 where she was heavily involved in business strategy, financial policy and governance. This overlapped with her role as the Head of Private Finance at the former social housing regulator, the Homes & Communities Agency, where for 13 years she was responsible for relationships with lenders, investors, advisers and credit rating agencies operating in the social housing sector. She has also been an authority on all aspects of social housing finance policy, including advising government departments, leading on areas of regulatory standards and being responsible for social housing sector guidance on treasury management.
Before this Gill was the Head of Housing & Public Sector Finance at the United Bank of Kuwait, the Head of Consents at Housing Corporation, and Head of Housing at the Nationwide Building Society.
Ben Fry has worked at TradeRisks since 2011, most recently leading the debt advisory business for housing associations, local authorities and specialist residential accommodation.
He is a Chartered Accountant and previously worked at Deloitte for 5 years in the audit and financial modelling teams.

Antoine Pesenti is Senior Managing Director and shareholder of TradeRisks, joining in 2002.
He previously worked at the European Bank for Reconstruction and Development, and at Refco where he led the OTC Desk risk management function.

Alex Pilato is Joint Chief Executive of ReSI Capital Management. He is also the founder, Chief Executive and principal shareholder of TradeRisks, which he started in 2000.
Prior to TradeRisks, he has worked in financial services throughout his career including 7 years at JP Morgan where he founded its risk advisory businesses, then at HSBC leading the banks' global risk advisory businesses and Tokai Bank Europe as head of Capital Markets and Merchant Banking.
Alex is a regular speaker on housing association and local authority funding and risk management.

Pete Redman was educated at the University of Cambridge where he studied Engineering, and History and Philosophy of Science.
Pete’s career has been in leading organisations that develop and manage social housing, including running some of the largest capital programmes in the country.
He has been Chief Executive of a number of Housing Associations including Notting Hill Housing Group and London’s largest ALMO Lambeth Living.
He is a past Chair of the London Housing Federation, the RIBA Housing Client Forum, and Chair of Ducane Housing Association, and is currently Chair of the East Midlands RIBA Housing and Planning Group.

Mark Rogers is Chief Executive of ReSI Housing. Mark spent 12 years as Chief Executive of Circle Housing Group, a 65,000 unit housing association now part of the Clarion Group, as well as holding Chief Executive roles at Anglia Housing Group and Nene Housing Society. He has been a member of the Chartered Institute of Housing since 1986.

Jonathan Slater is the Chief Executive of ReSI Capital Management. He is also a shareholder of TradeRisks and has been Joint Chief Executive since 2011. Jonathan has worked in the financial services since 1989 including 19 years at JP Morgan, latterly as JP Morgan's Global Head of Structured Credit Trading.
